These preparations are often made under a new identity in case they are found out before they are able to make a getaway. The idea is to apply for Russian visas or visas for another nation for visitation and eventually apply for citizenship. Many countries have protection for their citizen that does not permit them to be taken by other governments. Criminals have often run into difficulties with government once there, but they do end up getting away. Lots of people end up going back to their origin country to jail because they cannot take living in an abusive environment with no protection.
Although many criminals are able to get away with their offenses and never go to prison, they accidentally place themselves in a prison anyway.
